The City of Oakland’s Workforce Development Division supports equitable economic opportunity for all Oakland talent and oversees the Oakland Workforce Development Board. We connect talented Oakland residents to jobs, training, and career advancement programs, and help local employers grow through strategic workforce partnerships and talent.

Adult Employment Services
Need work? Visit one of Oakland’s AJCC One‑Stop Career Centers listed below to access free services like resume writing, computer training, career coaching, employer referrals, and access to CalJOBS listings. Additionally, enroll in workshops or trainings, and explore funding for training through WIOA-supported programs like On‑the‑Job Training (OJT) and support for work-related expenses.
Youth Employment Services
We offer various youth employment services. We offer the Oakland Youth Employment Partnership (YEP), which is a year-round employment opportunity. The Summer Youth Employment Program (ages 16‑21) offers paid jobs, job-readiness training, and youth-serving nonprofit placements in priority neighborhoods. Additionally, listed below are several WIOA-based programs. Through various innovative programs, Oakland youth can access after‑school jobs, internships, environmental work‑crew experience, and career advancement support.
Employer Services
Are you an Oakland employer looking for talent? We offer various employer services listed below. Recruit from Oakland’s talent through job fairs, candidate referrals, and employer assistance services via AJCC affiliates. Apply for On-the-Job-Training reimbursement to offset training costs when hiring eligible local job seekers. For construction employers, partner with the West Oakland Job Resource Center to source local hires, help job‑seekers navigate apprenticeships, and support community workforce priorities.

California Eligible Training Provider List (ETPL)
The California Eligible Training Provider List (ETPL) helps adults and people who have lost their jobs find training programs. The ETPL includes approved places that offer different types of training, including classes, online courses, and apprenticeships.
The ETPL was created by the Workforce Investment Act of 1998 and updated by the Workforce Innovation and Opportunity Act (WIOA) of 2014.
The training providers on this list are funded through WIOA to help cover training costs. You can look at the ETPL Policy and Procedures (PDF) for more details.
If you are a training provider who would like to be added to the ETPL, please refer to pages 8-10 of the ETPL Policy and Procedures attachment to check if you are eligible under one of the 4 institution types and if your training programs are eligible (pages 10-12).
Training school/provider headquarters/main location must be based in Oakland and provides in-person or both virtual and in-person programs in order to apply with OWDB. If you are located outside of Oakland or solely provide distance-learning (online only) training programs, please refer to EDD’s main ETPL site.
