What is the Bay Tech Career Initiative?

The Bay Tech Career Initiative (BTCI) is a workforce development program designed to prepare young adults ages 18–30 for high-demand careers in information technology and other industries that rely on tech talent. Funded by the California Workforce Accelerator Fund (WAF 12.0), the program provides a bridge between Oakland’s diverse communities and the region’s growing digital economy. 

Through paid training, hands-on work experience, and career coaching, BTCI creates pathways into roles such as technical support, data science, cybersecurity, database administration, and Salesforce administration. Participants also receive weekly stipends, mentorship, and a personal laptop with one year of free IT support from Oakland Tech Exchange to ensure equitable access to opportunity. 

Eligibility

BTCI serves young adults ages 18–30 from Oakland and the East Bay region who are ready to pursue IT career pathways. To participate, applicants must meet the following requirements: 

  • Age 18–30 

  • Currently enrolled in a WIOA Youth Program 

  • Intermediate computer and digital literacy skills 

  • Unemployed or underemployed at the time of enrollment 

  • Commitment to hybrid learning (in-person and virtual classes) 

  • U.S. citizen or legally authorized to work in the U.S. 

  • Valid government-issued ID and Social Security card 

  • Selective Service registration (for males age 18+) 

Applicants already enrolled in Workforce Innovation and Opportunity Act (WIOA) programs may meet eligibility automatically. Non-WIOA applicants may need to complete additional requirements through LFCD. 

Training Providers & Partners

BTCI is backed by partnerships between the Oakland Workforce Development Board (OWDB) and leading community-based organizations, training providers, and employers. 

  • Love Never Fails – ITBiz Tech Academy, a Cisco Networking Academy and state-certified Cybersecurity Pre-Apprenticeship. 

  • Hack the Hood – BUILD and DRIVE programs, including a 12-month Data Science cohort at Laney College. 

  • Stride Labs – Salesforce Administration and Business Analyst Certification programs. 

  • Tech Exchange – Laptops, tech support, and digital inclusion resources. 

  • Lao Family Community Development – Case management, wraparound support, job readiness, and financial literacy services. 

  • Empathway Designs – Employer partnerships, inclusive workplace coaching, and IT career mentoring. 

An IT Employer Advisory Committee helps guide program design, identify hiring needs, and connect participants with networking and mentoring opportunities. 

BTCI Goals

BTCI is designed with measurable goals to ensure impact: 

  • 80% complete training and earn certifications 

  • 75% placed in Work Experience (WEX) or On-the-Job Training (OJT) 

  • 80% transition into post-secondary education or permanent employment 

Case managers support participants with individualized employment plans, skill tracking, and ongoing services even after training and work experience are complete. 

Success Stories

BTCI is more than a training program: it’s a launchpad for Oakland’s next generation of tech leaders. Participants gain real-world experience, develop in-demand technical skills, and receive the support they need to navigate challenges and succeed. 

One participant in Hack the Hood’s DRIVE program spent a year completing a Data Science Certificate at Laney College while receiving mentorship, stipends, and career guidance. Another participant joined Love Never Fails’ Cybersecurity Pre-Apprenticeship, earning credentials and experience that led directly to employment. 

Through these opportunities, BTCI builds both skills and confidence, ensuring Oakland youth are prepared not only for jobs but for lasting careers in the digital economy.
