Acquisition & Conversion to Affordable Housing Funding

The City of Oakland’s Acquisition and Conversion to Affordable Housing (ACAH) Program provides funding to help nonprofit affordable housing developers and community land trusts acquire and rehabilitate existing multifamily residential properties and convert them to long-term, permanently affordable housing. The program’s core goals are to:

  • Preserve Oakland’s existing rental housing stock.
  • Prevent displacement of low-income Oakland households.
  • Support long-term community ownership models, including CLTs and co-ops.
  • Stabilize communities most impacted by historic disinvestment and ongoing housing insecurity.

Funding is available through two sub-programs:

  1. Permanent Affordability Program for Community Land Trusts and Limited Equity Housing Cooperative.
  2. All Other Affordable Housing Developers (that are not Community Land Trusts and Limited Equity Housing Cooperatives). 

Notice of Funding Availability (NOFA) Now Open for ACAH Program Funding

On December 19, 2025, the City of Oakland’s Housing and Community Development Department (HCD) released a Notice of Funding Availability (NOFA) for the Acquisition and Conversion to Affordable Housing (ACAH) Program, with up to $22 million in Measure U (Tranche 2) bond funds available.

Applications will be accepted starting Friday, January 9, 2026, and will continue to be reviewed on a rolling, first-come, first-served basis until all ACAH funds are committed.

Applications must be submitted through the Housing Accelerator Fund (HAF), a nonprofit community development financial institution administering the ACAH program on behalf of the City. Projects must meet the City’s ACAH Program Guidelines and Underwriting Standards to qualify for funding.
