The Finance Department provides quality government financial services to the City of Oakland. We manage the City's financial affairs with the highest degree of customer service, honesty, and integrity. We value teamwork, trust, accountability, and fiscal responsibility. The Finance Department consists of seven bureaus: the Administrative Bureau, Budget Bureau, Controller's Bureau, Payroll Bureau, Procurement, Contracts and Purchasing Bureau, Revenue Management Bureau, and Treasury Bureau.

Jan Mazyck

Interim Director

Director Mazyck brings three decades of leadership in finance, strategic planning, and operational management across governmental, quasi-governmental and sovereign sectors. With a proven record in driving strategic and economic growth, Director Mazyck’s expertise spans financial oversight, cross functional collaboration, and implementation of foundational reforms. Director Mazyck has supplemented her work experience with additional academic support through advanced government training at Harvard University and the UCLA Anderson School of Business.

Director Mazyck previously worked for the City of Oakland under City Administrator Henry Gardner. She credits her experiences and the unique challenges created by the Loma Prieta earthquake and Oakland Hills Fire for shaping her career: “I wouldn’t have had the career I did were it not for my experiences with the City of Oakland and for those who gave me latitude to work on whatever I was willing to take on,” she said.

Director Mazyck has worked with the U.S. Department of the Treasury for the past 8 years, offering hands-on assistance and financial reforms in transitioning economies in South and Central Asia, Eastern Europe, and East Africa.   She has also served as the Chief Financial Officer for San Francisco International Airport with responsibility for a $1.4B operating budget, capital borrowing, grants and financial reporting and risk management. As Santa Rosa’s CFO, she collaborated with executive leadership on potential financial strategies and led the finance team in the areas of forecasting, budgeting, treasury and all general accounting functions, financial reporting & procurement, and labor negotiations. She chaired the City’s long-term planning and audit committee, served as the Finance representative in labor negotiation efforts for 13 bargaining units, and laid the groundwork for eliminating the City’s budget deficit and reducing unfunded pension liabilities. For 15 years, she worked with two top national financial advisory firms, serving municipalities, schools, universities, public utilities, and infrastructure projects in culture, sports, entertainment, transportation, and ports.
