The “Oakland Community Violence and Emergency Response Act of 2024,” or Measure NN, was approved by voters in 2024 to provide a stable funding source to reduce violent crime and improve public safety. Through a parcel tax and parking surcharge, Measure NN provides funding the City of Oakland has to use for the specific purpose of:

  • Reducing homicides, robberies, carjackings, and break-ins, domestic violence, and other gun-related violence;
  • Improving emergency 911 response times and quality of response;
  • Reducing the incidence of human trafficking, including the sexual exploitation of minors.

About Measure NN

About OPSPOC

Measure NN created the Oakland Public Safety Planning and Oversight Commission (OPSPOC) to oversee the departments receiving funding and to develop a four-year Community Violence Reduction Plan (CVRP). The plan has to be holistic, citywide, and designed to achieve measurable progress toward the goals of Measure NN.

The Mayor of Oakland appointed five community members with personal and professional experience to serve as volunteer commissioners. In 2025, the OPSPOC started developing the CVRP in collaboration with community stakeholders and the three city agencies that receive the bulk of Measure NN funding—the Oakland Police Department (OPD), the Department of Violence Prevention (DVP), and the Oakland Fire Department (OFD).

The OPSPOC seeks to use an evidence-based, balanced approach to public safety, promote accountability for taxpayer dollars and prioritize public safety solutions from community members most impacted by violence and crime.
