Request for Qualifications (RFQ) for Homelessness services 2026-2028
The City of Oakland, Office of the City Administrator, Human Services Department – Community Homelessness Services Division, has issued a Request for Qualifications (RFQ) for Homelessness Services for 2026-2028.
This Request for Qualifications (RFQ) will establish a pool of Qualified Service Providers eligible for future contracting opportunities as funding becomes available.
Providers may submit qualifications for any of nine service categories that support Oakland’s efforts to reduce and prevent homelessness, including emergency shelter operations, rapid rehousing, permanent supportive housing services, outreach, health and hygiene programs, innovative interventions, technical assistance, and construction/project management services for housing facilities.
Submissions will be evaluated on organizational capacity, relevant experience, approach to addressing homelessness, equity-centered practices, performance outcomes, and compliance with City requirements. Qualified respondents may later be invited to participate in competitive solicitations for specific projects.

- Deadline for Questions: September 18, 2026, by 2:00 p.m. PT
- RFQ Submission Deadline: October 13, 2026 at 2:00 p.m. PT
All submissions must be made electronically through the City’s iSupplier portal.
This RFQ reflects Oakland’s ongoing commitment to addressing homelessness through culturally responsive, data-driven, and community‑centered strategies delivered in partnership with local service providers.
