West Oakland Jobs Resource Center  

Companies in in the Gateway Development Area are subject to the Army Base Construction and Operations Jobs Policies. The Operational Job Policy requirements apply to large employers. Currently, only Good Eggs is subject to the requirements of the Operations Jobs Policy. The West Oakland Jobs Resource Center provides training for matchmaking for Army Base employers and prospective job applicants.  

Providing Local Jobs, Training Bay Area Residents 

The West Oakland Jobs Resource Center works closely with industry experts and workforce partners, including Northern California Teamsters Apprentice Training and Education Trust (NCTAT), an Employer Funded, Taft-Hartley Trust partnership; The Machinists Institute, a nonprofit educational institution serving the aerospace, manufacturing, and automotive machinists industries; and. Apex and Jamko Foundation, two Oakland-based organizations that train people to enter into lucrative merchant mariner jobs. Warehousing and Trucking pre-apprenticeship trainings and maritime trainings will be offered by the Jobs Center throughout 2025.

Air Quality Plans

To address air quality, the City continues to work with the Port to implement the Truck Management Plan (TMP) and with the developers to implement individual diesel emissions reduction plans consisting of construction and operations plans. The air quality plans prepared for this program are available on the Air Quality section of the Gateway Industrial District project webpage. The City approved the following Air Quality Plans in the last quarter:  

North Gateway 

Benioff Children’s Hospital Oakland

In March the City entered into a 4-year lease with Benioff Children’s Hospital Oakland (BCH Oakland), to allow construction and operation of a temporary emergency services helistop at 101 Admiral Robert Toney Way in the North Gateway area. BCH Oakland is renovating its children’s hospital in North Oakland, which will temporarily displace an existing helistop used to transport pediatric patients requiring emergency or trauma care from across Oakland and Northern California.   

Once the helistop has been constructed on the North Gateway property, which is estimated to be completed this summer, BCH Oakland would begin a modernization project that will include a new $1.49 billion hospital building on its North Oakland campus. Modernizing BCH Oakland’s facilities is essential to meeting the healthcare needs of the region’s children. According to BCH Oakland, the modernization project will enable world-class programs for Bay Area children, including: 

  • The finest pediatric trauma center in California with an expanded and modernized emergency room with dedicated resources for trauma.
  • Expanded in-patient bed capacity provides resources to meet the growing needs of the behavioral health crisis for children.
  • Expanded and modernized operating rooms supporting the latest technology and care for cardiovascular services, neurosurgery, cancer, and orthopedic services.
  • Expanded Intensive Care Unit, medical, and behavioral health bed capacity.
  • Improved dedicated space for patient and family support. 

The modernization project will enable BCH Oakland to grow into a comprehensive children’s health system that can support the health of the community for decades to come. A critical part of the healthcare delivery system is a new helistop at the Hospital, which enables transport of those patients requiring emergency or trauma care. 

CWS/CASS

The Lease and Disposition and Development Agreement originally entered into with CWS in 2021, has been terminated, based on CWS’ failure to meet the performance milestones under their L/DDA. The City continues to work with CASS, Inc. on completing a Disposition and Development Agreement to relocate CASS, Inc. from the west Oakland neighborhood to the North Gateway property. 

West Oakland Sustainable Transportation Equity Project (STEP) Grant - June 2025 Update 

Background: The City of Oakland received a $7 million grant from the California Air Resources Board to implement the West Oakland Sustainable Transportation Equity Project (STEP), which is bringing transportation equity improvements to West Oakland. The grant will be completed in January 2026. 

Sidewalk Repairs: OakDOT is delivering $4 million of sidewalk repairs and curb ramp upgrades at locations chosen by the West Oakland community via outreach conducted by the West Oakland Environmental Indicators Project. Repairs began in early 2025 and will be completed by December 2025. View this Map of Sidewalk Repair Locations for details. 

Tree Planting: OakDOT has partnered with the Oakland Parks and Recreation Foundation, Hyphae Design Laboratory, and the West Oakland Environmental Indicators Project (WOEIP) to plant hundreds of trees in West Oakland. WOEIP is currently gathering tree requests, and OPRF will be planting trees this fall. To request a tree or get more information, visit WOEIP's Tree Planting webpage. 

Truck Signage: To help keep trucks out of residential areas and deter idling, OakDOT will be installing a variety of truck signage in West Oakland in 2025. Truck route signs and truck prohibited signs will be refreshed, including replacing faded signs and adding additional signage. In addition, OakDOT will be installing Truck No Idling signs throughout West Oakland near schools, parks, senior housing, and other sensitive locations. 

Truck Parking Enforcement Support: OakDOT's Parking Enforcement team has procured 4 vehicle license plate readers to assist in their enforcement of illegal truck parking in West Oakland. 

Bike Resource Hub: To help increase the ability of West Oaklanders to get around by bike, the Crucible is offering bike repair workshops, earn-a-bike giveaways, and bicycle education classes. Visit the Crucible's Bike Shop webpage for more details.
