Gateway Industrial District (Oakland Army Base)

The Gateway Industrial District is a 160-acre area next to the Port of Oakland and West Oakland. It was once part of the Oakland Army Base, which operated from 1942 until its closure in 1999. 

To support Oakland’s industrial economy and goods movement, the District connects to the seaport, railroads, and major roads. It also provides local jobs and works to reduce air pollution. 

In 2019, the City completed a major infrastructure upgrade with new roads, utilities, bike paths, and Bay Trail connections. Today, the District is home to modern warehouse and distribution facilities.

District Zoning, Design Standards and Maps

Zoning for the Gateway Industrial District is defined in Oakland Planning Code Chapter 17.101F. The Design Standards ensure that new buildings meet high-quality industrial design guidelines. The District maps show the project’s location as well as its General Plan and zoning details.

Wake Avenue Truck Parking Lot Now Open

Wake Avenue parking lot photoThe City has opened the Wake Avenue Truck Parking Lot, located at Wake Avenue and West Grand Avenue in the Gateway Industrial District near the Port of Oakland. The lot offers truck, chassis, and container parking with daily, weekly, and monthly options. Limited monthly parking is available for owner-operators and small fleets.

Environmental Documents

The redevelopment of the Gateway Industrial District was reviewed under the California Environmental Quality Act (CEQA) in 2002 through the Oakland Army Base Area Redevelopment Plan Environmental Impact Report, with an Addendum added in 2012. Air Quality Plans

A key goal of redeveloping the former Oakland Army Base is to reduce diesel truck and equipment emissions to improve air quality. All projects in the Gateway Industrial District follow a truck diesel reduction program, which requires developers to create air quality plans for both construction and ongoing operations. These plans outline how to reduce diesel emissions and are included in all tenant agreements.

Truck Management Plan

Reducing truck impacts on West Oakland streets is another goal of redeveloping the former Oakland Army Base. The West Oakland Truck Management Plan is an action-focused plan that helps minimize the effects of transport trucks on local roads.

Job Resources and Oversight

Creating local jobs is a key goal of redeveloping the former Oakland Army Base. Development in the Gateway Industrial District follows Construction and Operations Jobs Policies to ensure local hiring. The West Oakland Jobs Resource Center helps developers and operators connect with local job seekers. An Oversight Commission monitors compliance with these job policies. The Department of Workforce and Employment Standards an informational report including Good Eggs compliance data for 2021 to the Oversight Commission(PDF, 187KB)on August 18, 2022.
