Gateway Industrial District Maritime Services

The Gateway Industrial District, located adjacent to the Port of Oakland, includes 15 acres dedicated to Ancillary Maritime Services (AMS). These facilities support port operations by providing truck parking, cargo storage, and truck-related services, as well as plans for a bulk commodities marine terminal to strengthen Oakland’s maritime economy.

OMSS

In 2014, the City entered into a Lease Disposition and Development Agreement (LDDA) with OMSS to develop truck parking and truck services on the 15-acre AMS site. Truck services include diesel and alternative fuel, such as EV and hydrogen, truck repair, truck parts, showers and changing rooms, food convenience store, DMV and insurance services and office space. 

These truck parking and service facilities help reduce congestion and environmental impacts from truck traffic in nearby West Oakland neighborhoods by centralizing port-related vehicle operations. OMSS provides essential support services for trucking companies operating near the Port of Oakland terminals.

To date, OMSS has not yet constructed new facilities. In the interim, the City continues to lease a portion of the site to OMSS for truck parking and truck-related services. Find more information on developments at the Port of Oakland.

Bulk Marine Terminal

The Oakland Bulk and Oversized Terminal (OBOT) is a planned marine bulk terminal located on the West Gateway within the Gateway Industrial District. The OBOT Project represents an opportunity to redevelop more than 25 acres of underutilized waterfront property to support modern maritime trade and logistics. 

The developer, OBOT, is designing a state-of-the-art, multi-commodity marine terminal that supports the movement of bulk and oversized cargo between ships and rail. The facility is intended to handle non-containerized bulk goods and oversized cargo that cannot be easily moved by truck. By focusing on ship-to-rail transfers, OBOT supports efficient cargo movement while reducing reliance on long-distance trucking. 

Using near-dock rail lines OBOT customers would connect to the terminal directly from the national rail system. The project supports Oakland’s long-standing role as a major West Coast trade center and continues the City’s history as a working waterfront that supports goods movement, industry, and maritime employment. 

In 2013, the City broke ground on major public infrastructure and site improvements to prepare the area for new development. In 2016, OBOT executed a 66-year ground lease with the City for the West Gateway property. Following a number of years of litigation, the OBOT Project is now moving forward. In 2018, OBOT entered into an agreement with Insight Terminal Solutions to operate the bulk terminal once constructed at the West Gateway.
