Development of the Gateway Industrial District provides an opportunity to relocate recycling businesses currently located in the West Oakland neighborhood to a more suitable location.

Custom Alloy Scrap Sales (CASS)

At the September 21, 2021 City Council meeting, the City Council unanimously approved an Exclusive Negotiating Agreement (ENA) with CASS, Inc. for sale of approximately 10-acre area of the Gateway Industrial District for construction and operation of a state-of-the-art recycling center.

CASS has completed its Community Engagement Plan (CASS CEP)(PDF, 2MB) dated August 2022. The Plan will be utilized to implement the CASS public engagement process during its proposed relocation from its West Oakland locations to its proposed Gateway Industrial District site.

California Waste Solutions (CWS) is a recycling company headquartered in West Oakland. In July 2021, the City entered into a Lease/Disposition and Development Agreement with CWS to relocate its existing West Oakland facility to the Gateway Industrial District. (“CWS L/DDA”)

The CWS L/DDA provided CWS with a defined term to complete the necessary steps to commence the construction of the project. On March 27, 2025, the City sent CWS a cure notice identifying the elements of the CWS L/DDA that CWS needed to cure. The cure notice provided CWS until May 27, 2025 (60-days) to cure the L/DDA issues and move toward close of escrow or pay an extension fee of $425,000 to extend the L/DDA term until April 21, 2026. CWS did not complete the required L/DDA elements to allow close escrow, nor did CWS elect to exercise its extension to April 21, 2026, which would have given CWS an additional year to complete the process.
