About
Through January 16, 2026, the City of Oakland's Workforce Development Board (OWDB) is accepting proposals from organizations to operate career centers and provide direct services for adult, youth and young adult job seekers and workers, 16 and older. Contracts resulting from this RFP process are anticipated to run from July 2026 through June 2029.
Proposal Information Session/Bidders' Conference
OWDB will host an RFP-focused Proposal Information Session/Bidder’s conference for potential applicants and other interested parties. The session will be conducted via video conference to enable the widest possible range of participants
Session Focus and Topics
The Proposal Information Session/Bidder’s Conference will be conducted in a presentation format. While OWDB representatives will not take questions during the session, participants will likely find the session beneficial as it will address:
- Services sought by the RFP across four distinct service categories;
- Strategic priorities established by OWDB for local workforce programs;
- The “jobs first” focus of services sought by the RFP;
- Characteristics of an RFP-compliant and well-crafted proposal; and
- Questions submitted by potential proposers and others on or before October 31, 2025 in accordance with guidelines outlined under item III.C, below.

The Proposal Information Session/Bidders Conference will be held on Tuesday, December 16, 2025 from 9:30 a.m. through 11:00 a.m. Interested parties may access the video conference at the following link: Zoom Link
Optional Participation
While participation in the online Proposal Information Session/Bidders’ Conference is optional, it is highly recommended, as it may provide organizations with beneficial information and/or clarity on the RFP early in the process of developing a proposal(s).
