Mechanical, Electrical & Plumbing (MEP) Permits

If you’re doing any mechanical, electrical, or plumbing work, you usually need a separate permit for each type of work. These are called MEP Permits and they are different from a Building Permit.

Permit Requirements

When Is a Permit Required?

You need a permit before you install, change, fix, or replace mechanical, electrical, or plumbing systems. 

MEP Permits are separate from Building Permits. You must get all of them if your project needs them. 

If you’re building or remodeling a house, duplex, or ADU (Accessory Dwelling Unit), the MEP work should be included in a Residential Building Combination Permit (RBC), so you won’t need separate MEP permits.

Do You Need Plans?

Most MEP permits do not need plans. But if your project is complex, you can request an optional Plan Review (for an extra cost). 

Plan Review is required for projects related to cannabis growing or processing

What Types of Projects Are Exempt?

Some small or simple projects are exempt from needing a permit:

Mechanical Exemptions

  • Portable heaters, fans, or coolers
  • Pipes inside equipment (like heaters or air conditioners)
  • Replacing small parts that don’t change the equipment
  • Refrigerators that are part of permitted systems
  • Stand-alone refrigeration units

Electrical Exemptions

  • Plug-in string lights (like holiday decorations)
  • Replacing wall outlets (not rewiring)
  • Replacing circuit breakers with same type and size
  • Phone, internet, or cable wiring

Plumbing Exemptions

  • Fixing leaks in drain or vent pipes
  • Unclogging pipes or toilets
  • Fixing leaks in valves or fixtures, as long as no new parts are installed

Who Can Be Issued a Permit?

  • A licensed contractor in California with a classification appropriate for the work that will be performed, and has a current Business Tax Certificate. 

  • The building owner or their legal representative

 

How to Apply

Step 1.Step One: Apply Online

Permits are available for: 

  • Commercial buildings (M, E, P) - including residential with 3 or more units

  • Residential buildings (RM, RE, RP) - only for houses, duplexes, and associated accessory structures

  • Mechanical Permits: for heating, cooling, or ventilation

    • Plumbing Permits: for pipes, drains, or water and gas systems

    SPECIAL NOTE: For cannabis cultivation and manufacturing projects, a Plan Check is required for MEP Permits. 

    If you need a Plan Check review of your plans:

    • Fill out a Building Worksheet (BW) through the Online Permit Center 
      * NOTE: You will be taken to our login page first before you can submit a Building Worksheet 

    • Upload your MEP Application and all associated plans and documents 

    • Wait for city staff to review your documents 

    • Pay the fees 

    • Your plans will then be plan checked 

    Step 2.Step Two: Permits Issued

    If your project doesn’t need a Plan Check: 

    • Your permits will be issued right after you submit your application and pay the fees 

    If you submitted plans: 

    • Staff will contact you when your permits are ready
