Oakland Speed Safety Cameras: Initial Report (1/14/26-2/21/26)

The City of Oakland launched its Speed Safety Camera Pilot Program on January 14, 2026. This report covers the period from 1/14/26 – 2/21/26, or approximately five weeks of program operation. While it’s too soon to draw conclusions about how effective the cameras are at influencing driver behavior, speed safety cameras are raising awareness of the need to slowdown. Every mailed warning, which is issued to people driving 11 mph or more above the speed limit, includes an insert that explains the dangers of speeding.

During this period, the cameras issued 140,445 warnings — roughly 100 per camera per day on average. Of those 140,445 warnings, 73,848, or just over 53% of the total, came from unique license plates. 66% of all warnings went to drivers who had two or more warnings. 

Highlights from the warning period are below. Oakland plans to release additional data this summer following the launch of the citation period on March 15, 2026. 

Volume of Warnings

  • Oakland has 35 speed cameras covering 18 locations, or one in each direction (except for one one-way street). All cameras issued 140,445 warnings in total. 
  • The program issued an average of 3,601 warnings per day, equal to roughly 100 per camera every day. 
  • Across all camera locations combined, warnings were issued to approximately 1.5% of all vehicles that passed by each camera. 
  • Issued warnings were the highest on peak travel days and times, specifically Wednesday through Saturday from 7 a.m. to 5 p.m. (See chart 2 & 3 below for reference.) 

Driving Speed

  • Based on all warnings issued across all 35 cameras, drivers who received warnings were traveling an average of 14 mph above the posted speed limit. 
  • At all but one location, drivers who received warnings were traveling about 11–15 mph over the speed limit on average. The exception was Foothill Boulevard between 19th and 20th Avenue (both directions), where the average was 19 mph over the limit.  
  • Based on camera data, the average speed of all traffic is close to the posted speed limit at all locations. In other words, most drivers are generally driving close to the speed limit. 

Cameras with Most Warnings

Speed camera locations were chosen using the High-Injury Network (HIN) — the 6% of Oakland’s streets that account for 60% of severe and fatal collisions in Oakland. The 18 camera locations were prioritized based on observed speeding and proximity to sensitive land uses such as schools, senior centers and commercial districts. The ten cameras with the most warnings are:  

  • 73rd between Fresno & Krause, SB (320 avg. per day)
  • Broadway between 27th/28th St, NB (296 avg. per day)
  • Broadway between 27th/28th St, SB (243 avg. per day)
  • Hegenberger Road between Spencer & Hawley, SB (225 avg. per day)
  • 98th Avenue from Blake Drive to Gould Street, SB (221 avg. per day)
  • 7th Street from Adeline to Linden St (WB) (200 avg. per day)
  • West Grand Avenue from Chestnut to Linden Street (WB) (198 avg. per day)
  • Hegenberger Road between Spencer & Hawley (NB) (175 avg. per day)
  • San Pablo from Athens Ave to Sycamore St (SB) (131 avg. per day)
  • 98th Avenue from Blake Drive to Gould Street (NB) (137 avg. per day)

One-time plates: 47,581 plates (64.4% of all plates) generated 47,581 warnings (33.9% of all warnings). 
Repeat plates (2 warnings or more): 26,268 plates (35.6%) generated 92,864 warnings (66.1% of all warnings).
Oakland will continue tracking this data to determine the impact of citations on influencing driving behavior.
