City of Oakland Releases Request for Proposals for Workforce Innovation and Opportunity Act (WIOA) Title I Services
Oakland, CA – The Oakland Workforce Development Board (OWDB) has released its Request for Proposals (RFP) seeking qualified organizations to provide comprehensive workforce development services for adults, dislocated workers, youth and young adults, local businesses, and mandated workforce system partners.
Through this competitive RFP process, OWDB will award WIOA Title I funds for Fiscal Years 2026–2029, beginning with the program year July 1, 2026 – June 30, 2027, with the possibility of renewal for up to two additional years based on performance and funding availability.
The RFP includes four service categories:
- Adult & Dislocated Worker Career Services / AJCC Services
- One-Stop Operator Services
- Business Intermediary Services
- Youth Program Services

Supporting Oakland’s Workforce Ecosystem
This RFP supports OWDB’s commitment to a “business-first” model that connects Oakland residents to in-demand jobs through high-quality training, coordinated partner services, and accessible career pathways. Services must prioritize equitable access for residents in East Oakland, West Oakland, and the Fruitvale/Central areas, aligning with OWDB’s focus on economic security and community resilience.
OWDB seeks providers with demonstrated experience delivering workforce development services, strong collaborative relationships, and the capacity to meet WIOA performance measures.

- RFP Release Date: December 5, 2025
- Proposers’ Information Session: December 16, 2025, 9:30–11:00 a.m. (Zoom)
- Proposers have until 5:00 p.m. PDT on December 12th to submit questions that they wish to be addressed during the Proposal Information Session.
- Final Deadline for RFP Questions: January 9, 2026
- Proposal Submission Deadline: January 16, 2026, 5:00 p.m. PST
Participation in the Proposers’ Information Session is strongly encouraged but not mandatory.

Organizations must register in iSupplier to receive addenda, notifications, submit proposals, and participate in the City’s contracting process.

At the discretion of OWDB, if it becomes necessary to revise any part of this RFP, applicants will be notified of an addendum through iSupplier.
