Bellevue Avenue between Grand Avenue and Perkins Street in Lakeside Park is set to be repaved in 2027 in conjunction with the Grand Avenue Complete Streets Paving Project.

Lake Merritt is the heart of Oakland, and Bellevue Avenue is the gateway to the many attractions in Lakeside Park, including Fairyland, the Oakland Lawn Bowling Club, the Gardens at Lake Merritt, the Lake Merritt Boathouse, the Rotary Nature Center, and the Youth Center of Art and Science. Thousands of people enjoy the park every year, and this project will make it safer for everyone who visits.

Along with repaving, this project will include features designed to slow traffic, make people walking easier to see, and provide a separated space for people biking. Planning improvements include: 

  • high-visibility crosswalks
  • traffic calming before crosswalks
  • speed humps
  • a two-way cycle track separated from traffic

OUTREACH & CONCEPTUAL DESIGNS

Staff began outreach in summer 2025 and expects to complete the project designs by the end of 2026.

The Grand Avenue Complete Streets Paving Project will transform Grand Avenue from Broadway to Mandana Avenue to a calmed street that is safer and more accessible for all users, especially those who walk, bike, and take transit.

Bellevue Avenue is being paved as part of the City of Oakland's 2022 Five-Year Paving Plan, a more than $300M plan to repair Oakland’s streets. This plan is funded primarily by Measure U, Oakland’s 2022 Infrastructure Bond, which requires the City to implement safety improvements with repaving where feasible.
