What is a General Plan?
A General Plan is a document that guides how a city grows and changes over time. State law requires every city in California to have one.
The General Plan reflects community priorities and includes goals, policies, and actions to help create the city's future.
California requires General Plans to include topics called, "Elements," These topics include:
Cities may also add other topics based on community needs.

Phase 2 Overview
During Phase 2, the City will work with the Oakland community to identify priorities such as:
- Building safer and more reliable transportation options for everyone.
- Creating more walkable and livable neighborhoods with better access to grocery stores, shops, entertainment, libraries, and parks.
- Developing parks and recreation spaces, especially in neighborhoods that need them most.
- Protecting neighborhoods from excessive noise and freeways, airports, and industrial areas.
- Improving city infrastructure, including roads, bridges, sidewalks, public restrooms, and fire stations.
- Supporting the needs of Oakland's diverse communities.
Project Timeline
The General Plan Update has two phases.
- Phase 1 began in November 2021 and ended October 2023 and included the adoption of the Housing, Environmental Justice, and Safety Elements.
- Phase 2 began in 2024 and focuses on updating the Land Use and Transportation Element (LUTE), Open Space, Conservation, and Recreation (OSCAR) Element, Noise Element, and Infrastructure and Capital Facilities Element.
- November 2021 - Project kickoff
- January 2023 - City Council adopts Housing Element
- February 2023 - State of California certifies Housing Element
- September 2023 - City Council adoptsEnvironmental Justice (EJ) Element and Safety Elements
- October 2023 - City Council adopts Planning Code Amendments
Phase 2, 2024-2027
- September - October 2024 - Phase 2 Kickoff
- July 2025-Draft Land Use Options released
- July - September - Public Review and Survey
- March 2026 - Draft Land Use Framework published
- March - April 2026 - Community Engagement and Public Review
- Summer 2026 - City Council reviews Draft Land Use Framework
- November 2026 - Draft Elements published
- December 2026 - April 2027 - Public Comment Period
- Fall 2027 - Expected Adoption of Phase 2 Elements
