About the Land Use and Transportation Element (LUTE)

The LUTE aims to do the following through land use policies and zoning strategies:

  1. Create more livable and walkable neighborhoods where folks have access to the things they want and need, like grocery stores, arts & entertainment, retail, libraries, and parks.
  2. Build a transportation system where everyone has access to safe and reliable options to get them where they need to go.
  3. Support a strong economic base in the city, including future industries and small businesses.

General Plan Update

The LUTE will be fully updated in Phase 2 of the General Plan Update. Phase 1 includes updates to the Housing Element and Safety Element, and the development of a new Environmental Justice Element and Industrial Lands policy. Phase 2 includes updates to the Land Use and Transportation Element (LUTE), Open Space, Conservation, and Recreation (OSCAR) Element, Noise Element, and the development of a new Infrastructure and Facilities Element.

The LUTE was partially updated in September 2023, as part of Phase 1 of the General Plan Update.

This document combines land use and circulation (transportation) topics. It designates the kinds, location, and intensity of land uses, as well as appropriate zoning controls to achieve development policies. And it also provides guidance on circulation policies.
