New! Intake Form for Plan Review & Consultation

OFD-FPB released the new intake form for plan reviews and consultations which can be found in the Documents section above. Beginning September 8, 2025, OFD-FPB will only accept and process the new version of the intake form.

Automated Email Updates From Accela

OFD-FPB uses the Accela data management system to create, track and manage Plan Review work orders. Accela sends automated emails when a) a Plan Review work order moves from one stage to the next in the workflow; and b) when invoices due are sent. Please check your spam or junk folders for emails from noreply@accela.com or Auto_Sender@Accela.com to avoid any disruptions or delays in processing your Plan Review request. You may also add these email addresses to your safe list so that the OFD-FPB emails are routed directly to your inbox and not in your junk or spam folder.

Plan Review

The City of Oakland Fire Department provides plan review services across all project categories for approval consistent with the City's Fire Code.

Prepayment Required for Plan Reviews Starting July 1, 2024, the Oakland Fire Department - Fire Prevention Bureau (OFD-FPB) requires the prepayment of plan review services, at the rate set by the Master Fee Schedule, to initiate services. Plan reviews will not be assigned nor reviewed until the Prepayment amount is paid in full.   Customers will have 14 days from the notice date to pay the Prepayment invoice. The sooner Prepayment is received, the sooner your project will be placed in queue for assignment and review. After the 14th day, the plan review record created for your project will be automatically closed in our database. Customers can still pay the Prepayment invoice after the 14th day to reopen the plan review record, but this will delay the assignment and review of your project.

  

Submit your Plan Review application via email to FPBReceptionist@oaklandca.gov. The email must have:

  • Plan Review Intake Form - If the intake form is not completely filled out with all information required in designated areas, including the "FIRE/BUILDING/PLANNING PERMIT" number, it will be rejected.

  • All plans and other documents to be reviewed.

If you must resubmit due to an incomplete or incorrectly completed intake form, your subsequent email must include the intake form and all plans/documents to be reviewed in one email. OFD-FPB will not accept and process these documents attached in separate emails. 

Note: if plans are submitted without meeting the Electronic guidelines, your plans will be considered incomplete and will be delayed or denied. Please see the Electronic Submission Guidelines(PDF, 123KB).

Due to staffing challenges, the estimated turnaround time for plan review is 6 to 10 weeks after the Prepayment is received.

For plan reviews that are charged per hour and if the services rendered exceed one hour, the Prepayment amount will be deducted from the final invoice amount For plan reviews that are charged a flat rate, the Prepayment amount covers the cost of the review.

APPROVED PLANS AND/OR COMMENTS & CONDITIONS WILL BE RELEASED ONCE ALL OUTSTANDING FEES ARE PAID IN FULL.

 

NEW: Technology & Records Surcharge

 

Beginning September 8, 2025, OFD-FPB will charge a Technology & Records surcharge fee at the rate set by the Master Fee Schedule This surcharge replaces the old Records Fee of $1 and Technology Fee of $2.

EBMUD

This review is required by EBMUD for all new services to ensure that your project meets fire safety requirements. Click here to view the EBMUD Fire Service Form(PDF, 501KB). EBMUD applications must be submitted before submitting Fire Sprinkler plans.
