5.4 Revisions to the Animal Control ordinance

Change ordinance to 1) reduce holding period for impounded animals to 72 hours; 2) Remove requirement for OAS to accept all surrendered animals; 3) Allow finders of stray animals to keep and care for animals rather than delivering them to Animal Services; 4) Require outdoor cats and impounded dogs to be spayed or neutered; 5) Authorize OAS to waive certain fees as needed. **The second item here has generated much discussion.**

5.6 Shelter Crisis Ordinance

Allows us to continue operating our Cabin Communities and Safe Parking sites with some exemptions from planning and building code requirements. Failure to pass would mean we could no longer offer this transitional housing.

5.7 Contract For Public-System High-Risk Youth Team

Non-cost item that allows Dept of Violence Prevention to receive referrals for youth who are at risk of violence but have not come on our radar through the CeaseFire program.

5.8 Apricot Amended Use Policy And Annual Report

Receive a report on a data-management system used by Dept of Violence Prevention.

5.9 Prohousing Designation Renewal Application

Allows the City to apply to renew our status as a Pro-Housing city, which makes us score higher on various State grant applications.

5.10 Exclusive Negotiation Agreement With The Unity Council

Allows the City to negotiate exclusively with the Unity Council for development of affordable housing on Foothill Boulevard.

5.11 Accept Irrevocable Offer Of Dedication 499 Embarcadero

Grants the City the ability an easement to make improvements to a specific bit of sidewalk and intersection at this address.

5.12 Honoring The Ceremonial Anniversary Of Tabernacle Church

Ceremonial item honoring the 100th anniversary of this legendary District 1 church.

5.13 Turner Group Commemorative Street Renaming

Renaming Collins Drive after the Turner family of Turner Group construction company.

5.14 Michael Morgan Commemorative Street Renaming

Renaming a section of 21st Street after a former Director of Oakland Symphony.

5.15 Appointment To Public Safety Planning And Oversight Commission

Affirming the Mayor’s appointment of one member

5.16 Jacqueline Velasquez, Carla Mendoza Et El V. City Of Oakland

Settling a lawsuit related to a vehicle accident.

5.17 Appropriating State Worker Protection Grant To The Office Of The City Attorney

Receive a grant from the state and direct it to the Office of The City Attorney to extend the employment of an existing worker protection attorney.

5.18 Fy 2025-26 OPD Crime Lab Coverdell Grant

Accept a grant from the state to cover some training and expenses in the Crime Lab.

6.1 2024/25 Consolidated Annual Performance And Evaluation Report

Receive a report on Community Development Block Grant, HOME Investment Partnerships, Housing Opportunities For Persons With AIDS, And Emergency Solutions grants.

6.2 Amendments For Energy And Green Building Codes Related To Decarbonization, Energy Efficiency, And Public Health

Adopts amendments to our Green Building codes to allow the city to work towards decarbonization.

6.3 Local Amendments To 2025 California Model Building Construction Codes

Modifies some building codes for public safety reasons

8. FY 2025-26 OPD Traffic Safety Grant

Allows the City to accept a grant from the state for DUI and other traffic safety enforcement work.

9. Oakland GO Bonds, Series 2025 (Measures DD, U And Ref 2015A)

Allows the city to sell bonds that have already been approved by the voters to fund repairs to water systems, park, infrastructure, and affordable housing.

10. Oakland GO Bonds, Series 2025 Measure U Sale And Projects

Allows the City to sell bonds that have already been approved by the voters in order to fund street infrastructure improvements and affordable housing projects.

11. Approve The MOU Between The City Of Oakland And Miscellaneous Unions

Approve a contract between the City and all the non-sworn unions that will provide for a one-time, non-pensionable bonus payable immediately, and a non-retroactive raise approximately one year from now of up to but not exceeding 3%, dependent on City’s revenues over this period.

12. State And Federal Lobbyist Contract Amendment

Extend the contract with the City’s lobbyist for work in both Sacramento and DC.

Biography

Zac Unger is a lifelong Oakland resident and still lives on the street in North Oakland where he grew up. Before being elected to the City Council, Zac worked as an Oakland firefighter for 27 years and was president of Local 55 of the International Association of Firefighters. He worked on the steering committees for multiple ballot measures regarding public safety, infrastructure, and business tax reform. His wife owns a small law firm in Oakland and his three kids all attended OUSD. In his spare time, he works as a whitewater river raft guide and is the author of two books and dozens of magazine articles.
