City of Oakland Declares a Local State of Emergency and Continues to Provide Resources to Community Members Impacted by the Winter Storm

Increased Shelter Capacity

The City has worked with its year-round shelter at St. Vincent de Paul, located at 675 23rd Street in West Oakland, to double their bed capacity to serve the homeless through Friday morning enabling them to shelter up to 100 people. The City has also worked with them to extend their day program to bridge the time that they would normally close. Shelter beds can be secured through referral, reservation, and walk-up on a first come-first served basis. City and contract staff are actively reaching out to unsheltered communities so they are aware of these changes. Persons seeking shelter can contact St. Vincent de Paul directly at (510) 638-7600.

In addition, the City is standing up an additional emergency shelter at the Ira Jinkins Center at 9175 Edes Ave, near the Coliseum. This site will be able to accommodate all ages and families, and Oakland Animal Services will provide overnight shelter for pets. This shelter is currently anticipated to be open by 5:30 today and will remain open until noon on Friday and can shelter up to 75 additional people. Staff are also engaging with unsheltered residents about this option as well. Community members can simply show up at the location to be served.

There are some additional spaces at community cabins and other shelters throughout Oakland. Shelter availability changes daily. For current information on accessing shelters, transitional housing and all other emergency housing in Alameda County, please call 211 (Alameda County’s Eden Information and Referral).

MACRO teams have been conducting outreach to Oakland's unhoused community members to offer available transportation and shelter to those interested as the City works to stand up more solutions, in conjunction with contract outreach staff.

The City has received hundreds of reports of storm-related emergency issues on public property and in the public right-of-way, such as flooding, mudslides, and landslides since last week. City staff are not able to respond to every issue immediately; however, issues affecting public safety are given top priority. If you see any such emergencies occurring, please report them immediately by calling OAK 311. Dial 311 from any phone within Oakland or dial 510-615-5566.

City of Oakland Public Works (OPW) crews continue to work through a backlog of 311 requests due to the recent rains and will continue to prevent, mitigate, and respond to stormy weather impacts.


Sandbags

After running low this morning, emergency sandbags and plastic sheeting will be available again at the Municipal Service Center at 7101 Edgewater Drive beginning at 4:30 pm.

City Closures

City parks and their parking lots may be restricted during the storm as high winds and the saturated ground can cause falling trees and branches, which can cause injury and create safety hazards. Tennis programs and courts are closed as is evening lap swim at outdoor pools. Oakland Parks, Recreation & Youth Development (OPRYD) Town After School program is closed for January 4, 2023. OPRYD anticipates reopening Town After School on Thursday January 5 and will provide updates as information develops about impacted services

Due to the expected heavy rains and high winds this afternoon, all Head Start and early Head Start sites closed early today at 12:30 PM on January 4, 2023.


California State of Emergency

Governor Gavin Newsom today proclaimed a state of emergency throughout California to support the ongoing response to recent winter storms. The emergency proclamation supports emergency relief efforts including authorizing the mobilization of the California National Guard to support disaster response, directing Caltrans to request immediate assistance through the Federal Highway Administration’s Emergency Relief Program to support highway repairs and other support for local response and recovery efforts. City Administrator Ed Reiskin has today issued a Proclamation of Local Emergency for the City of Oakland after determining that the storms will likely require emergency responses from the City to address public safety, transportation, public works, and other needs, and may require the procurement of equipment and materials and/or the activation of emergency workers on an expedited basis. The local state of emergency will last 7 days.
