Notice To Repair (NTR) Payment Plan

The City of Oakland offers payment plans to help cover City contracted sidewalk repair invoices.

The Notice to Repair is not an invoice. The invoice for the cost of sidewalk repair is sent only after the work has been completed

Who can apply? Property owners who have received a Notice To Repair and have entered into a voluntary agreement with the City to repair the sidewalk. Requests for payment plans should be made only after receiving an invoice once the work has been completed. 

How do I apply? Email: citywidecollectionrequests@oaklandca.gov and request an NTR payment plan. A payment plan setup fee will be applied to the total invoice amount.

How does the application process work? There is no application needed, however, you must provide the following items:

  • A copy of the invoice.
  • 50% Down Payment: down payment and monthly payments may be paid by cash, cashier's check, money order, debit card w/VISA or MasterCard logo, MasterCard or Discover. Personal checks are not accepted.
  • Most recent pay stub, dated within the last 30 day - if self employed, we need the most recent completed 1040 tax return, last 3 month's bank statements, and if the business is in Oakland, a current business tax certificate.
  • Copy of a valid driver's license or passport.
  • Copy of your social security card.
  • Persons receiving disability, unemployment, SSI, SSA, or any other type of assistance must provide an income statement or have a co-signer. Co-signer will be required to provide all documentation listed above.

When can I apply? You can enter a plan once your invoice has been received. Maximum length of payment is 12 months.

If the payment plan is defaulted, a collection fee of $324 will be assessed on the unpaid balance and collections action will be taken immediately. Action may include liens applied on the property, action in Small Claims Court, and/or reporting to a credit bureau.
