Complete Streets Paving Program

OakDOT’s Complete Streets Infrastructure Division (CSID) coordinates roadway and accessibility improvements funded by Measure U, the City’s 2022 Paving and Infrastructure Bond. The CSID Division’s Complete Streets Paving Program incorporates safety improvements into planned and funded paving projects. By coordinating improvements with Paving, OakDOT can implement safety elements on a much faster timeline than that of a typical major capital project (1-3 years for paving, while major capital projects involving signal and utility work can take 5-10+ years).

Examples of safety improvements installed by the Complete Streets Paving Program include:

  • Pedestrian safety islands to increase crosswalk safety and visibility  

  • Road diet (reducing the number of car lanes to slow down traffic speeds) 

  • Speed humps, traffic circles and other neighborhood traffic-calming elements 

  • Protected intersections to slow turning cars 

  • Bike lane improvements 

  • Bus bulbs  

  • & more! 

It is not feasible for Complete Streets Paving projects to add new traffic signals, widen sidewalks or extend intersection corners. 

The Complete Streets Paving Team reviews streets planned for paving and identifies those on Oakland’s High Injury Network, prioritizing safety improvements on the streets with the most injuries. The team also considers whether streets planned for paving were identified for improvements in Oakland’s Bike Plan, Pedestrian Plan or other planning efforts, along with community priorities. For major projects involving changes to street layout or access, the Complete Streets Paving Program conducts public outreach to residents and stakeholders to take feedback on designs and craft a project that meets the specific need of each community.   

This program is made possible by Measure U, which Oakland voters passed in Fall 2022. 

In the 2025 fiscal year alone, the Complete Streets Infrastructure division:

  • Repaved 29.9 miles of streets
  • Repaired 111,725 square feet of sidewalks
  • Installed 1,604 curb ramps
  • Installed 471 high visibility crosswalks
