Oakland for All: Options for How We Stabilize and Grow is a report that explores big-picture ideas for how Oakland could stabilize and grow over the next 20 years – such as where new homes, jobs, parks, and transportation might go. It includes summary background on past and current planning efforts, key data about the City's future, and several big-picture options for what growth might look like. These options are shaped by community priorities and technical research, and the report compares each option across a range of goals and considerations.

How to Use this Report
This report is a tool to help you learn more about the Options for How We Stabilize and Grow and share your feedback. Your feedback will help shape a “Preferred Plan,” which will go into more detail on specific policies and actions related to land use, mobility, open space, and other topics. The Preferred Plan will likely bring together the community’s preferred parts of different options, along with new suggestions from this stage of outreach.
Throughout this report, you’ll find reflection questions that highlight where your input is most needed to help shape a plan for the future that works for everyone. These questions correspond to a survey, available online at oaklandgpu.mysocialpinpoint.com, or as a paper version available at City Hall (copies may be requested by contacting generalplan@oaklandca.gov). Both the online and paper copies of the survey must be received by September 24, 2025.
You are welcome to fill out the survey as you read through this report or write down your thoughts and send your feedback later. In addition, the survey has a summary of the options and therefore you may fill out the survey without reading the whole report if you do not have the time to do so. Comments on this report and any part of the General Plan Update can always be sent to the project team at generalplan@oaklandca.gov.
