Overview
Th
e Draft Land Use Framework for Oakland’s General Plan Update connects the community’s vision for the city with updates to topics like land use, transportation, parks and open space, and public facilities. It explains how we can meet community priorities, such as adding more housing and services near transit and jobs, taking better care of parks and open spaces, making streets safer, and improving public transit.
The Draft Framework builds on the community’s preferred Option, “City of Neighborhoods,” by encouraging walkable, mixed‑use neighborhood centers with housing, services, transit access, and community spaces across the Town. It also includes top ideas from other Options, like adding taller buildings along major streets to support better transit and improving access to the waterfront.

The Draft Framework is open for public feedback from March 9 through April 23.

How to Comment on the Document using Konveio
Sections: The Draft Framework is broken into three sections:
- Executive Summary and Introduction (Chapters 1 and 2) - This section provides an overview of the strategies included in the Draft Framework and the context for this document.
- Key Strategies, Land Use, Transportation, Parks and Open Space, and Other (Chapters 3-7) - These chapters get into the key details of the different strategies proposed by the DLUF. The final strategies identified in each topic area will be the foundation of the General Plan elements updated as part of GPU Phase 2.
- Next Steps and Appendices (Chapter 8 and Appendices) - Chapter 8 explains how the Draft Framework will be used to advance GPU Phase 2. The Appendices provide more documentation of underlying ideas presented in the document.
