Oakland Aligns with 2026 California Building Code, Adds Bold Climate and Housing Measures

As California prepares to roll out its most ambitious building code update in decades, the City of Oakland is taking decisive steps to align with the statewide standards while tailoring them to the city’s unique needs.

Effective January 1, 2026, the new California Building Standards Code (Title 24) will usher in sweeping changes aimed at electrification, wildfire resilience, seismic safety, and sustainable construction practices. In response, Oakland has adopted a series of amendments that not only harmonize its local code with the state’s but also reinforce protections specific to its geographic, topographical, and climatological conditions (see pop-open windows below for details).

Key Deadlines for Builders and Developers:

Final day to submit for Building Worksheet (BW).

Submittal package must be complete to fall under 2022 Building Code Cycle.

Oakland Amendments to the 2025 California Building Codes

Oakland’s amendments emphasize seismic resilience and fire safety, critical for a city situated near major fault lines and vulnerable to climate-driven hazards. But the updates go beyond safety, they: address the region’s housing crisis, by incentivizing and streamlining pathways for constructing more housing units. These efforts are coupled with environmental goals—reducing greenhouse gas emissions, requiring green materials, improving air quality, and supporting net-zero energy readiness for new developments, and electrification readiness of existing residential buildings. 

The Oakland amendments to the 2025 California Building Codes were approved by City Council on September 15,2025.  A link to Municode will be provided as soon as the codes are uploaded by Municode.  Thank you for your patience.
