More Projects Now Exempt from Design Review

The City of Oakland recently updated its Planning Code to expand the list of projects now exempt from Design Review. This allows for faster review for “like-for-like" alterations, small additions, remodels, selected signs, fences, decks, and a range of other exempt projects (see below).

To make the process easier, we've implemented a new streamlined application for Design Review Exemption (DRX) through our Online Permit Center. Exempt projects no longer require submission of a lengthy development application or a pre-application Zoning Worksheet. Instead, you can now apply directly with basic plans for your project, key information, and a streamlined process to get your permits faster!

While some level of project review is still required, review times for exempt projects can be significantly shorter, saving you time and money. To be exempt, a project must meet all criteria as outlined in Oakland Planning Code Section 17.136.025.

The following project types are now exempt from Design Review (DRX projects): 

• Additions & Conversions – small additions with no new housing units
• Alterations – small alterations
• Bathroom & Kitchen Remodels – like-for-like remodels
• Decks – low-level decks or like-for-like deck replacements
• Electric Vehicle Charging Equipment & Stations
• Fences/Gates – short front fences/gates or tall side or rear fences/gates
• Foundation Repair & Replacement – like-for-like replacements/repairs
• Outdoor Cafes – sidewalk cafes in the Public Right-of-Way
• RVs & Tiny Homes on Wheels – up to 4 vehicular residential facilities
• Signs – simple changes, temporary signs or Master Signage Program signs
• Solar Energy Systems – solar power production equipment only
• Stucco & Siding Work – like-for-like replacements/repairs
• Telecom Facilities & Satellite Dishes – small microwave and satellite dishes on private property or small facilities in the Public Right-of-Way
• Window Replacement/Repair – like-for-like replacements/repairs
