Public Notice: Consolidated Annual Performance and Evaluation Report
NOTICE OF PUBLIC HEARING, PUBLICATION, & REQUEST FOR PUBLIC COMMENTS ONTHE CITY OF OAKLAND’S CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR FISCAL YEAR 2025-2026
The CAPER provides an annual assessment of the City’s progress in carrying out its strategic plan and the effectiveness of its use of federal funds to meet community development and housing needs.
Members of the public are invited to attend a City Council public hearing and provide comments on the report before submittal to the U.S. Department of Housing and Urban Development (HUD) the Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2025/2026. This report covers activities funded through the following HUD programs:
- Community Development Block Grant (CDBG)
- HOME Investment Partnerships (HOME)
- Housing Opportunities for Persons With AIDS (HOPWA)
- Emergency Solutions Grants (ESG)
The public is also invited to comment on priorities for activities for the above programs to include in the next (FY27/28) Annual Action Plan (AAP). The City would like to hear community priorities for housing and community development needs, proposed activities and performance review of any activities to inform the next AAP development. The City will develop and publish a draft of the FY27/28 AAP in Spring of 2027 (and a second hearing will be held in summer of 2027).
The Public Hearing will be held in-person & virtually, on Tuesday, September 15th, 2026, during the 3:30 pm Council meeting. The public will be able to view and participate in the hearing in person and remotely via KTOP’s live stream, cable (Comcast/Xfinity is channel 10 and AT&T U-verse is channel 99), phone and Zoom.
