Fire Prevention Plan Review Services

The City of Oakland Fire Department provides plan review services across all project categories for approval consistent with the City's Fire Code.

The Oakland Fire Prevention Bureau (OFD-FPB) requires the prepayment of plan review services, at the rate set by the Master Fee Schedule, to initiate services.

Plan reviews will be assigned for review once the Prepayment amount is paid in full.  Customers will have 14 days from the notice date to pay the Prepayment invoice. The sooner Prepayment is received, the sooner your project will be placed in queue for assignment and review. After the 14th day, the plan review record created for your project will be automatically closed in our database. Customers can still pay the Prepayment invoice after the 14th day to reopen the plan review record, but this will delay the assignment and review of your project. The estimated turnaround time for plan review is 4 to 6 weeks after the Prepayment is received.

Your Plan Review Application must be submitted via email and must include:

  1. The Plan Review Intake Form(PDF, 229KB) — The submission will be rejected if any required information is missing or if any designated fields on intake form, including the "FIRE/BUILDING/PLANNING PERMIT" number, are incomplete.

  2. All plans and other documents. Plans are considered incomplete and will be delayed or denied if they do not meet the Electronic Submission Guidelines(PDF, 123KB). 

  3. If you must resubmit due to an incomplete or incorrectly completed intake form, your subsequent email must include the intake form and all plans/documents to be reviewed in one email. OFD-FPB will not accept and process documents attached in separate emails.

  4. A completed RE-STAMP AFFIDAVIT is now required for all Re‑Stamp Requests (plans must have expired within 365 days of initial approval) and must be submitted along with the intake form and a copy of your previously approved plans.   5. Submit to FPBReceptionist@oaklandca.gov

For plan reviews assessed on an hourly basis, when the total review time exceeds one hour, the prepayment amount shall be applied as a credit toward the final invoice amount. APPROVED PLANS AND/OR COMMENTS & CONDITIONS WILL BE RELEASED ONCE ALL OUTSTANDING FEES ARE PAID IN FULL.

Automated Email Updates From Accela

OFD-FPB uses the Accela data management system to create, track and manage Plan Review work orders.

Accela sends automated emails when: 

  1. Plan Review work order moves from one stage to the next in the workflow

  2. When invoices due are sent.

Technology & Records Surcharge

OFD–FPB will apply a Technology & Records surcharge of 8.7%, as established in the current Master Fee Schedule. This surcharge is assessed per electronic database record and is intended to offset the Bureau’s annual technology-related costs. The revenue generated will support ongoing system maintenance, enhancements, and upgrades, enabling the organization to improve operational efficiency and its overall quality of service delivery.

NEW: Transaction Fees For Online Payments

Effective immediately, online payment transaction fees will be applied as follows: debit and credit card payments will incur a fee of 2.28% of the fee balance, with a minimum charge of $2.00 fee for all credit card transactions. Electronic check payments will be assessed a flat fee of $0.49 per transaction. These fees are standard processing charges associated with the City’s online payment services.

EBMUD

This review is required by EBMUD for all new services to ensure that your project meets fire safety requirements. View the EBMUD Fire Service Form(PDF, 501KB). EBMUD applications must be submitted before submitting Fire Sprinkler plans.
