The Office of the City Clerk serves the Oakland City Council, City Administration, and residents of the City of Oakland. Our primary responsibilities include producing City Council's agenda materials, conduct of the City’s elections, political filings, and administration of records management services citywide. Additionally, the Office of the City Clerk provides free public access to Council meeting materials to ensure that members of the public can be informed, civically engaged citizens.

As the COVID-19 State of Emergency is lifted in California effective February 28, 2023, all public meetings including City Council and Boards and Commission meetings will be required to be held in person again.
Ms. Reed has served as an employee of the City of Oakland since April 22, 2013, joining the ranks of the Office of the City Clerk as a Legislative Recorder and assuming the position of Assistant City Clerk since July 29, 2017.

City Clerk
Asha Reed was appointed City Clerk and Clerk of the City Council after having previously served as a Legislative Recorder, Executive Assistant, Assistant City Clerk, and Interim City Clerk. Ms. Reed is familiar with facilitating the business meetings of the City Council and Council Committees and the rigor and complexity that comes with it. She possesses invaluable experience and knowledge including many of the code requirements necessary to perform the work of the City Clerk’s office. She continues to be an advocate in finding innovative ways to serve the City of Oakland.
Ms. Reed is a Bay Area native who holds a Bachelor’s in Advertising from San Jose State University, a Master’s in Integrated Marketing Communications with a focus in Public Relations from Golden Gate University, and recently received her Master of Public Administration from Cal State East Bay.
