To reduce risk and increase resilience equitably, the mission of the City of Oakland Local Hazard Mitigation Plan (LHMP) is to establish and promote a comprehensive mitigation strategy and efforts to protect the whole community and environment from identified natural and human-caused hazards.

What is the City of Oakland Local Hazard Mitigation Plan?

On June 2, 2026, the City of Oakland adopted the 2026-2031 Local Hazard Mitigation Plan (LHMP). Hazard mitigation reduces the loss of life, property, and environmental damage caused by natural and human-made disasters. It is actions that are taken prior to a hazard occurring. The LHMP consists of long-term and short-term policies, programs, and projects. The LHMP plans for hazards impacting the City of Oakland through several steps:

Identify natural hazards and special hazards of concern
Profile identified natural hazards for better understanding
Analyze the risk involved in these hazards (how likely they will occur and possible damage)
Prioritize the identified hazards based on risk
Develop a mitigation Action Plan

The LHMP will create a detailed profile for the following identified natural hazards impacting the City of Oakland:

Dam Failure
Drought
Earthquake
Flood
Landslide
Sea-Level Rise
Severe Weather (Wind and Extreme Heat)
Tsunami/Seiche (water movement caused by shaking such as an earthquake)
Wildfire

Hazard profiles include an analysis of climate change impacts. Each profile assesses how the hazard may impact City operations as well as the communities, buildings, and critical infrastructure (utilities, etc.) in Oakland. The LHMP includes a Mitigation Action Plan, which describes steps the City will take over the next five years to help reduce the impacts of identified natural hazards.

The Disaster Mitigation Act of 2000 (DMA) requires local governments to adopt a federally approved Multi-Hazard Mitigation Plan in order to receive pre- and post-disaster mitigation funds from the Federal Emergency Management Agency's (FEMA) Hazard Mitigation Grant Program. 2025 Annual LHMP Progress Report

City staff from multiple departments work together to create an annual report each year to document progress on mitigation activities conducted by the City as a part of its Mitigation Action Plan.
