A: Review in a collaborative manner all areas of OPD internal operations with OPD executive command and department staff to identify areas of improvement and streamline processes.
- Provide hands on technical assistance in all areas of OPD administration and operations, including recruitment, hiring, promotion, contracts, internal audits, investigations, communications, finance, risk management and public safety response.
- Provide consistent support and accountability as OPD focuses on policy adherence, community trust building and constitutional law, by way of internal reviews of hiring processes, investigations, audits, training, research, studies and staffing prior to finalization and implementation.

Q: Why is this position needed?
A: The City of Oakland has been under a Negotiated Settlement Agreement for over 20 years. Although, the Police Department was the primary focal point of the litigation, the City of Oakland inclusive of the Mayor and City Council, who are selected by Oakland voters are equally responsible or Constitutional Policing and equitable public service. The City Administration is the operations arm of the Mayor and City Council, elected by the residents of Oakland. The Constitutional Policing Administrator is the catalyst to assist the administration the rest of the administration in implementation of the elected officials will, taking into consideration every area of City government that impacts public safety, that includes hiring, fiscal management, accountability, resource management and interdepartmental accountability. The Mayor and City Council by way of the City Administration are responsible for delivering services to every single Oaklander and this position will be held accountable to executing that charge. This position, similar to positions in other jurisdictions, holds the City responsible for collaboration, input, communication, transparency and departmental operational and technical support that no other entity within the City does, as a member of the City Administration. This position enhances accountability in all areas of public safety not just Policing which is vital to sustainability of police reform efforts, community trust building and interdepartmental operational execution.

A: This position’s salary range is $175,879.44 to $263,819.28, plus city benefits which are offered to every fulltime municipal employee.

A: No. This position strengthens the City of Oakland’s internal accountability and review structure. It does not change the role of civilian oversight. Oakland’s civilian oversight infrastructure was established by voters with the 2016 passage of Measure LL, including the Oakland Police Commission, the Office of Inspector General, and the Community Police Review Agency. While internal accountability and civilian oversight share many core priorities, their roles do not and cannot replace each other.
