Site and Project Introduction 

Verdese Carter Park (VCP) is an existing 3.49-acre park in east Oakland, owned and managed by the City of Oakland. Well-used and well-loved by the Oakland community, this park serves an estimated 9,000 residents within a 10-minute walk from the site. The Oakland Police Activities League (PAL) operates out of Verdese Carter Park and is established within the community, providing years of programming and activities. 

In partnership with the City of Oakland, Police Activities League (PAL), Oakland Parks and Recreation Foundation (OPRF), and our community stakeholders, TPL engaged in community outreach activities to develop the concept design shown below. With this design and the support from our partners, TPL successfully secured grant funding from the Statewide Parks Program. 

Park Features to Add or Renovate

  • Flexible event plaza with stage and stepped seating

  • Benches and picnic tables

  • Group picnic area with tables and barbeque grills

  • Nature play area with seating

  • Outdoor fitness area with equipment

  • Overhead shade structure and seating

  • Walking loop with benches

  • New parkentrance at Bancroft and 98th Ave

  • Playground area (renovation) with equipment for two age groups

  • With picnic area

  • Relocated community garden with new planters, fencing, and storage

  • Multi-use field (renovation) and flexible lawn space

  • New lighting, landscaping, and shade trees

 

Community Engagement 

Beginning in 2020, TPL began working with project partners to deploy a variety of community engagement efforts including in-person tabling at events, hosting virtual design meetings, attending neighborhood meetings, leaving posters and information, and meeting with partner organizations to develop a vision of what the community would like to see at Verdese Carter Park. 

Some of the priorities we heard from the community during our engagement efforts include: improved safety through additional lighting, multi-use and multi-generational activities, additional programming for children and seniors, continued programming from PAL, flexible gathering spaces, upgraded site furnishings, additional activity spaces, updated community garden space, and increased shade on site.
