Background 

Lincoln Recreation Center project is located in Oakland's District 2. The center will be the City’s first resiliency center, a place designed to help the community prepare for, respond to and recover from emergencies, disasters or other major disruptions. 

In FY 2019-2020 CIP budget cycle, Lincoln was ranked #1 on the Oakland Parks, Recreation & Youth Development department’s project list to get its initial funding. The project was originally funded in FY20 with $1.7 million to start community engagement and planning. A new recreation center has been a high priority for the community since the early 2010s as the recreation center was built in the late 1970s with only a 7,500 square foot structure. It’s the only public recreation center and park in Chinatown and Downtown area with park staff, public restrooms and active programming on-site. The recreation center requires significant expansion to meet the growing community demand.   

The new recreation center will be two-story, 22,000 square-foot building. The project also includes park improvements. This will be the first resiliency center for the City of Oakland. 

The community outreach started by Friends of Lincoln Square, Asian Pacific Environmental Network (APEN) and the Rec Director center in the early 2010s as requested by the community. As the funding became available during FY 2019-2020 with seed money, Public Works started meeting with the community Dec 2019 and started the planning phase. As the project was not fully funded, staff partnered with Friends of Lincoln Square and APEN to apply for and receive 2 state grants, Prop 68 ($8.5M) and California Department of Food and Agriculture Community Resiliency Center grant CDFA ($9.25M) in 2021 and 2022. Additional funding followed to complete the funding needs such as the US Dept of Housing and Urban Development (HUD) grants, Measure KK, and Measure U funds. 

Construction is slated to start summer of 2026 with completion estimated for December 2027. 

Resiliency Center 

A resiliency center is defined by the community to what their needs are for everyday events and also what is needed when an emergency occurs.  Lincoln Recreation Center can provide shelter in emergencies if the resiliency center is activated. The construction will include solar panels and battery back-up system, advanced HVAC system that provides clean and cool air station (especially during wild fire season), refrigeration for medicine, electrical hook up and recharging station for cell phones,  hookup for washer and dryers and 2nd floor roof garden for recreation and relaxation.
