About the Highway Safety Improvement Program (HSIP)

  • The purpose of the HSIP is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads.
  • Up to $10M in funds awarded per agency, with additional amounts granted via funding set-asides (guardrail upgrades, pedestrian crossing enhancements, edgeline installation).
  • HSIP awards are based on benefit-cost ratio (BCR) scores, which are determined by identifying specific safety problems along with their proposed countermeasures.

Projects

Systematic Crossing Improvements

This project will install Rapid Rectangular Flashing Beacons (RRFBs) and Intersection Lighting at six intersections in the City of Oakland with a history of pedestrian collisions.

98th Avenue Crossing Improvements

This project will install side street signal mast arms, leading pedestrian intervals, RRFBs, pedestrian refuge islands, and left-turn-only phases at pedestrian collision locations on 98th Avenue between Pearmain St and Birch St.

14th Street Crossing Improvements

This project will install a combination of Rapid Rectangular Flashing Beacons, left-turn only signal phases, pedestrian countdown heads, leading pedestrian indicators, and a road diet between Mandela Parkway and Brush Street on 14th Street with a history of pedestrian collisions.
