Program Overview & Goals
Oakland’s Entertainment Zones (EZs) are designated areas where patrons aged 21+ can purchase "to-go" alcoholic beverages from licensed bars, restaurants, wineries, and breweries to enjoy outdoors in common spaces like plazas and sidewalks during specific events.
The primary objectives of the program are to:
- Activate commercial corridors with family-friendly outdoor events.
- Support "brick and mortar" restaurants and bars.
- Increase foot traffic and overall economic vitality.
- Enhance the nighttime economy and community gathering.
- Provide safe, inclusive spaces for artistic and cultural expression.

The Oakland Entertainment Zone program is governed by the following legislation:
Timeline
- September 2024: Governor Newsom signs SB 969, authorizing local "Entertainment Zones" across California.
- December 2, 2025: Oakland City Council adopts OMC 90971, establishing the framework for four pilot Entertainment Zones.
- January 2026 – Summer 2026: The Economic & Workforce Development Department (EWDD) is currently working on the implementation of OMC 90971, including preparation of a Management Plan template that the four pilot Entertainment Zones will be able to tailor and submit for approval by EWDD.
- Fall 2026: Launch of activations within pilot Entertainment Zones and ongoing evaluation.
Pilot Entertainment Zones
The City has designated four initial zones to pilot this program, and specific boundary descriptions are specified in OMC 90971 and shown below.
1. Jack London District (Districts 2 & 3)
2. Broadway Valdez/Northlake District (District 3)
3.Temescal District (District 1)
4.Uptown Downtown (District 3)
Participating Businesses: Businesses must have a valid ABC on-sale license and file an intent to participate. Please visit the California Department of Alcoholic Beverage Control’s website for more information about Entertainment Zone Participation.
Licensees should carefully review the Requirements and Guidelines and Frequently Asked Questions before submitting their notice of intent to participate. The notice of intent to participate is an annual requirement.
Approved Management Plans: Each zone will operate under a unique Management Plan that governs its specific hours, safety protocols, and boundaries.
