The first section of Oakland's 2030 Equitable Climate Action Plan (ECAP) is Transportation and Land Use (TLU). Transportation accounts for two thirds of Oakland's local greenhouse gas emissions. The TLU Actions were developed with a vision that integrated land use and access to safe, reliable, low-cost, high-quality mobility options for every Oaklander, with the goal of enabling an equitable transition away from cars.

Transportation and land use policies are fundamental to how we live and move around in Oakland, and they directly influence each other. If housing is built far from jobs and basic services, residents are likely to drive more, increasing greenhouse gas emissions. If transit and safe, active mobility options (i.e. walking and biking) are inaccessible or unaffordable, cars will be the only option. Land use policy can contribute to inequities if designed or implemented poorly. Done right, it is one of the City's strongest tools for fighting climate change and supporting frontline communities.
