Mayor Lee’s Economic Development Priorities
Mayor Barbara Lee is working to build a stronger economy for all of Oakland. The City's 2025–2029 Economic Development Action Plan (EDAP) guides this work. It focuses on growing key industries, supporting small and minority-owned businesses, and bringing investment to neighborhoods that have been left behind. The Mayor's Office is also partnering with large employers, moving forward on major projects like the Coliseum site, and working with the Port of Oakland on green jobs and revitalizing Jack London Square.
Mayor Lee is also launching new efforts to help Oakland grow and compete. The city is developing a campaign to share Oakland's story and attract new businesses and investment. It is also building a one-stop platform where local businesses can easily find the help and resources they need. Oakland's tech sector is growing fast — with more than 440 startups and $3.8 billion in venture capital raised in the East Bay as of late 2024. To make sure that growth benefits everyone, Mayor Lee is forming a Tech Working Group. This group will build a strategy focused on job training, access to funding, support for new businesses, and stronger tech infrastructure — all with a focus on equity. The goal is simple: an Oakland where economic growth creates real opportunity for every resident.
