Phase 1 of the Oakland General Plan Update process has now concluded. Phase 1 included the adoption of the following items:
- Oakland’s first Environmental Justice (EJ) Element
- Safety Element Update
- 2023-2031 Housing Element
- Phase 1 Planning Code Amendments
- Phase 1 Final Environmental Impact Report
This comprehensive policy package includes our strategies to meet Oakland’s housing needs and demands for more affordable homes, , reduce pollution and advance environmental justice in our most impacted communities, and to prepare us to address the impacts of climate change and natural disasters.
