Housing Development Notice of Funding Availability Opportunities (NOFA)

This program helps implement the City’s affordable housing development programs. Staff works with for-profit and non-profit developers to revitalize neighborhoods and increase housing opportunities through new construction, substantial rehabilitation and preservation of rental and ownership housing for extremely low-, very low-, low- and moderate income households. Staff implements the City’s annual Notice of Funding Availability (NOFA) process to make competitive funding awards for affordable housing projects and monitors the City’s portfolio of more than 75 projects to ensure proper management and maintenance and compliance with rent and income limits.

NOFA Applications

Acquisition, Rehabilitation, & Preservation of Multifamily Affordable Housing (Rental & Ownership)

For the acquisition and/or substantial rehabilitation of existing regulated multifamily housing and unregulated multifamily housing and converting to regulated housing. Restricted to 5 units or more.

New Construction of Multifamily Affordable Housing (Rental & Ownership)

For the new construction of multifamily affordable housing. Restricted to the Housing and Community Development Department's existing new construction pipeline for the current program year (Fiscal Year 2019-2020). Restricted to 10 units or more with 100% of funded units restricted as affordable.

Acquisition & Conversion to Affordable Housing (Rental & Ownership)

For the acquisition only or acquisition/rehabilitation of existing unregulated rental or ownership housing with the conversion to regulated housing. Twelve million ($12 million) will be set aside for projects with 25 units or less, specifically for community land trusts and limited equity housing cooperatives. Eighteen million ($18 million) is also available for projects of any size for all affordable housing developers. Applications are due January 10, 2020.
