Downtown Oakland Specific Plan Final Draft, Related Policies Released!

The City of Oakland published the final draft version of the Downtown Oakland Specific Plan (DOSP) for public review in March.  The final draft version of the new zoning and land use rules that will help implement the DOSP are now available for public review as well. These new rules update the City's Zoning Map, Planning Code, and General Plan to help advance DOSP’s goals. The Final Environmental Impact Report (FEIR), which includes a response to public comments is also available now.

The DOSP, the new updates to the Zoning Map, Planning Code, and General Plan, and the Final Environmental Impact Report (FEIR) will be brought to City Council this summer to be considered for adoption and certification. All these documents, as well as new updated maps, are now available online:  

  • The Final Draft Plan as well as a user-friendly Handbook of the Plan are available on the project website: oaklandca.gov/DOSP  
  • Final draft updates to the Planning Code and the General Plan are available on the project’s zoning website: oakland.gov/DOSPdraftzoningamendments. 
  • The Final Environmental Impact Report (FEIR) is available here: FEIR/Response to Comments 
  • Labeled maps of the DOSP’s existing and proposed maximum height intensity areas  are available here: Existing Intensity Map and Proposed Max Intensity Map 
  • The online Map of Proposed Zoning is has updates that reflect the final changes to zoning districts, land use combining zones, maximum height intensity areas, and Zoning Incentive Program (ZIP) development benefit areas. It is available here: Interactive Map 

 

DOSP Public Hearings 

Members of the public are invited to attend the following meetings to share their thoughts on the proposed plan for Downtown with decision-makers. Three public meetings will be held to consider adoption of the Downtown Oakland Specific Plan (DOSP), certification of the DOSP Final Environmental Impact Report (EIR) and adoption of the final updates to the Zoning Map, Planning Code and General Plan that will implement the DOSP: 

  1. The Landmarks Preservation Advisory Board (LPAB) will conduct a public meeting on the DOSP and Zoning changes, in person, on Monday, May 6th at 6:00 p.m. at Oakland City Hall, 1 Frank Ogawa Plaza, Oakland CA, 94612.   
      
  2. The Oakland Planning Commission will hold a public hearing to consider a recommendation that the City Council adopt the DOSP. This meeting will be held in person, on Wednesday, May 15th at 3:00 p.m. at Oakland City Hall, 1 Frank Ogawa Plaza, Oakland CA, 94612. 
      
  3. The Oakland Planning Commission will hold a public hearing to consider a recommendation that the City Council adopt the Planning Code and General Plan updates, and to consider a recommendation that the City Council certify the Final EIR for the DOSP. This meeting will be held in person, on Wednesday, June 5th at 3:00 p.m. at Oakland City Hall, 1 Frank Ogawa Plaza, Oakland CA, 94612
