Air Quality Plan for California Waste Solutions (CWS) Coming March 2024

January 31, 2024 — This message will serve as the 45-day notice that the Air Quality Plan for the construction of a 170,765 square-foot recycling facility on the CN-1 site in the North Gateway of the former Oakland Army Base is being prepared by California Waste Solutions (CWS). The draft Plan will be available for review and comment on or shortly after March 18, 2024. This notice is required by Mitigation Measure Public Outreach (MM PO-1) of the Oakland Army Base Standard Conditions of Approval / Mitigation Monitoring and Reporting Program (SCA/MMRP).

The intention of this 45-day notice is to inform the public that an air quality plan to reduce diesel emissions during the construction of this facility is being developed by CMS and will be available for stakeholder review within approximately 45 days. At that time, approximately March 18, 2024, a 17-day review period will begin per MM PO-1. Additional notification of the 17-day review period and a copy of the draft Plan will be e-mailed to you at the beginning of the 17-day review period. Also, notification of the 17-day review period and a copy of the draft Plan will be posted on the City’s website at that time.

Here is a brief summary of the building and the use for which CWS is developing this Plan:

  • The 14.38-acre vacant parcel referred to as CN-1 is in the North Cent Gateway, located at 2308 Wake Avenue.
  • The CWS recycling facility would include the following:
  1. Administrative office
  2. Observation/education area
  3. Material receiving area
  4. Material recycling and recovery area with processing equipment
  5. Bale storage area
  6. Material shipping area
  7. Staff lounge areas
  8. Truck maintenance area including a compressed natural gas (CNG) fueling compressor
  9. Truck dispatch area
  • The rest of the site would be occupied by parking for personnel and collection trucks, scales and a scale house for receiving material onto the site, and access roads for the efficient movement of trucks and cars.
  • CWS estimates it would employ approximately 165 workers at the facility.

We intend to hold a quarterly Stakeholder meeting during the 45-day period (prior to March 18, 2024) so that the concepts of the draft Plan for the construction of the CWS facility can be discussed with Stakeholders before the official 17-day review and comment period. We will issue a separate notification of the date and time of that Stakeholder meeting.

The final Plan will implement the following standard conditions and mitigation measures of the adopted SCA/MMRP: SCA AIR-1: Construction Management Plan; SCA AIR-2: Construction-Related Air Pollution Controls; MM 4.4-4: Truck Diesel Emissions Reduction Plan; MM 4.4-5: Transportation Control Measures; SCA Trans-2: Construction Traffic and Parking; Mitigation 4.3-13: Traffic Control Plan- Hazardous Materials.
