At the Planning & Building Department Records Unit you can request building and permit records, serve Subpoenas, and apply for Re-roofing, Insulation Certificates, and 3-R reports. Learn more about our services below.

Request Public Records

You can request and view public records with the City, following the City of Oakland's Sunshine Ordinance and the State of California's Brown Act.

Report of Residential Record (3-R Report)

A 3-R Report gives the permit history for a home. You can apply for it online. The cost is $6055.25 and there is a 2-month turnaround. Only the property owner or someone with permission can request this report.  

You must provide a copy of the property deed as proof of ownership, when applying for a 3-R Report. (ex. Grant Deed, Deed of Trust) 

After applying, staff will review your request and contact you with a record number. You can use this number to make your payment. Please allow 15 business days for us to review your application. 

Viewing and/or Duplication of Building Plans

If you want to see or get copies of building plans for a property:

STEP 1: Submit a Public Records Request online. Go to our NextRequest website and click "Make Request." Describe the plans you want to see and choose "Planning & Building" from the department list. 

STOP! Please wait for staff to contact you before proceeding to Step 2.

STEP 2: Wait for staff to contact you. If the plans are found, staff will help you set up a viewing appointment or get copies. You’ll need to fill out and sign the following forms to get copies:

Service of Subpoenas for Records and/or Depositions/Appearances

The Planning & Building Department accepts subpoenas only for the Planning and Building department requests by mail, walk-in, and payments over the phone. Send them to: 

  • Pay in Person: Schedule an appointment here 
  • Pay by Phone: (510)238-4774, we accept Visa & Mastercard (only a maximum of 20,000 allowed per permit)
  • Pay by Mail: make check payable to: the City of Oakland and mail your check to 
    City of Oakland – Planning & Building
    Attention: Cashier Station

Please note: There is a $275 fee for depositions and a $15 fee for records. Please include checks made payable to the City of Oakland when the subpoena is served.

Request Re-Roofing & Insulation Certificates

Building contractors and owners can apply for a certificate for re-roofing and insulation projects. These certificates are valid for 180 days after they are issued. Upon completion of work, fill out and sign the certificate and upload it to the ACCELA portal as certification that the project meets safety codes.
