Labor & Employee Relations

We work closely with labor unions, negotiate collective bargaining agreements and implement terms and conditions of employment for City of Oakland employees.


Employee relations provide assistance and training for City employees on the interpretation and use of the City’s collective bargaining agreements known as MOU contracts. We manage the relationship between the City and its organized bargaining units known as labor unions by negotiating all contracts and administering these contracts.

Under these collective bargaining agreements, we are responsible for:

  • Answering labor relations questions for employees, supervisors and managers
  • Contract/policy and procedure interpretation
  • Collective bargaining
  • Grievance administration
  • Labor/management relations
