A virtual public hearing is scheduled for Tuesday, June 15, 2021 at 1:30 pm to hear the First Substantial Amendment for the 5-Year Consolidated Plan (Con Plan) for the City of Oakland FY 2020/21-2024/25 and the FY2021/22 Annual Action Plan (AAP). The public hearing will be held via Zoom teleconference and on KTOP (Xfinity channel 10 or ATT channel 99). For details on how to observe or participate in the virtual public hearing, please go to

The City also requests public review and feedback on the 2021/22 AAP and the First Substantial Amendment to the 5-Year Con Plan. Both documents are available for review, online at:

Both plans accept and appropriate funds awarded to the City of Oakland under the 2020/21 and 2021/22 Community Development Block Grant (CDBG), HOME Investments Partnership (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA), and Coronavirus (CV) Aid, Relief, and Economic Security Act (CARES Act) allocations under CDBG-CV, ESG-CV and HOPWA-CV. Amendment to the Neighborhood Stabilization Program is applied to the 2020/21 portion of the 2020/21 - 2024/25 Consolidated Plan.
The Annual Action Plan accepts and appropriates funds awarded to the City of Oakland under the FY 2021/22 Community Development Block Grant (CDBG), HOME Investments Partnership (HOME), Emergency Solutions Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA) programs. See Section AP-38 for descriptions of each planned activity under CDBG, HOME, HOPWA and ESG for FY 2021/22.
The First Substantial Amendment to the 2020/21 - 2024/25 Five Year Consolidated Plan (Con Plan) includes the following modifications to the Con Plan, including the FY 2020/21 AAP portion of the Con Plan:
1. Performance Period of HOPWA projects;
2. List of Planned Backup Projects to fund with CDBG if there are CDBG projects completed under budget, delayed or canceled; and
3. Neighborhood Stabilization Program reallocation of $326,581 fund balance and related actions required
