How to use Green Halo
Requirements
Oakland requires all Oakland projects with a building permit to send all debris to Oakland-authorized recycling or reuse facilities that will recover:
- 100% of all inert materials (including but not limited to concrete, asphalt, soil, stone, and fines), and
- 65% of all other materials
Authorized Haulers
Only the following parties are allowed to transport construction debris from an Oakland jobsite:
- An Oakland-authorized hauler from the list at oaklandca.gov/demohaulers
- A company or contractor hired for construction or installation on the permitted project, hauling debris that results from their construction or installation work. Must use company or contractor's own employees and fixed-body vehicles
- The property owner using their own employees or fixed-body vehicles
Companies hired only for demolition on the permitted project are not allowed to haul construction debris from any Oakland jobsite
Affected Projects
- All Oakland building permits
Required Forms for Affected Projects
- A Green Halo Recycling Plan (also called WRRP) that shows how the project will salvage and/or recycle 100% of inert debris, and at least 65% of all other materials. WRRPs must be submitted online.
- A Green Halo recycling Summary Report (also called CDSR) that shows how well your project followed the WRRP Recycling Plan.
