Paint Permits Now Required on Certain Pre-1978 Structures

Effective July 1st, 2023, the City of Oakland will require all projects where paint will be disturbed in a pre-1978 structure to obtain a paint permit.

Effective July 1st, 2023, the City of Oakland — in order to comply with State Law — will require all projects where paint will be disturbed in a structure built before 1978 to obtain a paint permit as part of the work.

If projects will only be conducting paint activities (exterior and/or interior) and disturbance of paint will take place, a separate paint permit will be required. If projects will be disturbing paint (exterior/interior) as part of a remodel or alteration, they will be required to add paint work to the description of on the Building Permit application. All paint-related work will require that a Lead-Based Paint work plan be submitted as part of the permit application. All non-owner-occupied properties will require that a contractor with the Environmental Protection Agency's Lead Renovation, Repair and Painting Program (RRP) be retained to perform the work.
