California Waste Solutions (CWS) Recycling Facility At The Former Oakland Army Base

The CWS project, a proposed 170,765 square-foot state-of-the-art recycling facility on property located at 2308 Wake Avenue, was unanimously approved by the City Council on July 20, 2021.

July 2021 Update: Upon recommendation by the Planning Commission on June 16, 2021, the City Council approved the land Use entitlements to allow CWS to establish its recycling facility and its transfer from West Oakland to the Gateway Industrial District at 2308 Wake Avenue during its public hearing held on July 6, 2021. The City Council will conduct its 2nd reading on the transfer of ownership of the parcel located at 2308 Wake Avenue from the City to CWS on July 20, 2021.

June 2021 Update: This summer, the CWS project, a proposed 170,765 square-foot recycling facility on approximately 14-acres of property located at 2308 Wake Avenue, is coming to its final planning and real estate hearings. On June 16, 2021 (link to PC 6/16/21 Agenda), the Planning Commission is scheduled to provide its recommendations on the planning actions, including the California Environmental Quality Act Addendum, Conditional Use Permit and Design Review for the proposed project. On the July 6, 2021 and July 20, 2021 meetings, the City Council is tentatively scheduled to take final action on both the planning actions listed above as well as on the real estate action, a proposed Lease and Disposition and Development Agreement (L/DDA)

On March 4, 2020, the City's Design Review Committee reviewed and conditionally approved a proposed design to construct a new 171,000 square foot 50-foot tall recycling facility at the Gateway Industrial District to serve as the new CWS recycling facility.

On January 21, 2020 the City Council extended the ENA.

On July 24, 2018, the City Council approved an Exclusive Negotiating Agreement (ENA) with CWS for sale and lease of an approximately 14-acre area of the Gateway Industrial District for construction and operation of a state-of-the-art recycling center.
