The City’s 15-acre Port Priority Use Area is currently located on a portion of the East Gateway at the former Oakland Army Base (OAB). To implement the Bay Conservation and Development Commission (BCDC) Resolution No. 00-10 (2000), the City is moving the Port Priority Use Area to the Ancillary Maritime Service (AMS) Site as anticipated by that BCDC resolution. This update to the San Francisco Bay Plan and San Francisco Bay Area Seaport Plan is a technical correction. It will place the required Port Priority Use designation on the 16.7-acre AMS Site (formerly a portion of the Baldwin Yard), as it has better utility, location and accessibility than the current site in the East Gateway/and will result in a larger, better, and more effective truck parking/truck services facility required by BCDC.

The AMS Site is proposed for development of a truck parking and truck services facility proposed by OMSS. That development is anticipated to include truck parking, commercial areas for diesel fueling, alternative fueling and electric vehicle (EV) charging for Port serving trucks, truck scales in support of Port facilities, 24-hour mini-mart with a truck parts area, food court/restaurant, truck wash, truck maintenance, and truck repair areas, and trucker services, which may include: showers, ATM/banking services, Department of Motor Vehicles (DMV) services, driver physicals, self-service laundry facilities, and U.S. Department of Transportation drug testing services. Additionally, the site may include a public commemorative area recognizing the historical significance of the former Army Base.
