The Oakland Children’s Initiative (Measure AA) is a 2018 Charter Amendment passed by the citizens of Oakland to deepen our early investment in children and support them through college graduation.

Request for Proposals for the Oakland Children's Initiative 2-YEAR External Evaluation

The City of Oakland has released a Requests for Proposals (RFP) for theOakland Children's Initiative 2-YEAR External Evaluation on November 17, 2023.

In accordance with the ordinance, the City of Oakland is soliciting proposals from evaluation firms to develop and implement the initial 2-year evaluation which shall focus on identifying how the Initiative can show collective impact, overall delivery of services in relation to each of the Implementation Partners; this includes strategies, sub-strategies, and activities to increase access and enhance quality early care and education and college access supports. It will be important to consider the impact of the initiative on broader community/population well-being as compared to how the evaluation will document program design and deployment. Based on performance in the initial evaluation phase, the City may consider a longer-term partnership to support the 2-year evaluation requirement set forth in the ordinance. The Oakland Children’s Initiative (Measure AA) is a 2018 Charter Amendment passed by the citizens of Oakland to deepen our early investment in children and support them through college graduation, by dramatically expanding access to high quality preschool and providing college access, mentorship, and scholarship support services for students to obtain 4-year or 2-year college or technical degrees. It will leverage approximately $30 million in annual revenue to dramatically expand access to and the quality of preschool, as well as significantly increase college enrollment and college graduation rates. Approximately ⅔ of the funds raised by Measure AA will support early childhood education and approximately ⅓ of the funds will support college access and persistence support.
