Lobbyist Rules

The Public Ethics Commission ensures compliance with the City of Oakland's lobbyist registration laws. The Lobbyist Registration Act requires registration and activity disclosure for individuals and groups that influence public decisions by lobbying City public servants.

Local government lobbyists can be:

  1. A person paid $1,000 or more in a calendar month to communicate with City officials to influence any proposed or pending governmental, legislative or administrative action of the City (a.k.a a contract lobbyist).
  2. An employee, officer or director of an entity whose duties include communicating (directly or through an agent) with public officials or employees to influence any proposed or pending governmental, legislative or administrative action of the City (a.k.a. an in-house lobbyist).
